Thought those random thieves trying to break into someones house were only in Riften. Saw one get wasted by the guards in Riverwood.

Not only Riften. They are generally pretty rare outside of Riften but they aren't impossible to find. I've had one standing in the Palace of the Kinds once until Jarl Free-Winter killed him.

i had this happen last night as well. I was surprised as I've never had it happen outside Riften, but it was a pleasant surprise.
