Very confusing texture rendering!

I have textures on high.

But see this screenshot - it's of a room with no doors. The interior walls are ok-ish... but the exterior walls.... ugh...

If my textures are set on high, shouldn't I have high textures throughout? I reloaded and even checked a much earlier save to make sure, and it still appears the same. What gives here?

This happened to me when I first got into the game, it was really laggy and textures were like this. I fiddled around with different resolutions and it worked, so maybe try that. I'm no tech expert, so sorry if this doesn't work lol.

It seems Bethesda made high and low res textures, which can look fugly especially when you see them side by side. I've seen lots of low res textures in the game. Unfortunate.
