Yep. You could get a thousand widely varied responses, none of them 'wrong' or 'right'. There is no such thing as a perfect build for all situations, as there are too many different ways to approach every situation. You've done enough playthoughs to hopefully know what you like and what works for you- so make your own uber char. You could go with some professed 'perfect' build plan from a stranger, and end up hating it. Any such advice always needs to be taken with a bucket of salt, and filtered through the lens of your own likes and play preferences.

Everybody will have a different opinion about good builds or bad builds. As said above, there is no "best" build.
But I will give a "good" (IMO) SPECIAL setup as a regular character. (What I have, or, had)
S-9
P-4
E-4
C-1
I-9
A-4
L-9

Just to give the OP an example of how widely varied other people's preference will be, here's my average/generic stats (not counting implants and Intense Training later):
S 5
P 6
E 6
C 1
I 6
A 8
L 8

Just get to Lv40, done.

If your "best" build is a power killing build, you will need at least Strength 7, Endurance 7, Perception 6, Agility 7 and Luck 9

I see what your saying. Should I change it to say awesome character build using the tag skills of guns, repair, and lock pick? Also why put intelligence at 9? Thanks everybody for the responses.

"Why put INT at 9?"
So you don't waste one point. Never put a stat above 9. If it is 9, you can implant it up to 10 later. Unless your END is 1 and can only have 1 implant. But with that point you saved you can put it into END to buy the implant you need to raise to 10.

I'm out for tonight.
See you all tomorrow!
.....maybe.

Don't you want Perception 6 for Better Critical? And High Luck for Crits?

Intelligence 9 is a waste IMO, if you know what you are doing you have enough skill points with Int 4 and Educated.

And with both DLC's and level 40, any base INT over 6 or so is a real waste. I used to belong to the 'INT is God' fanclub, but have reformed due to DLC's and prudent thought.

Edit: NVM misread what you said. But extra skill points with the addition to your perks is everything right?

Edited S.P.E.C.I.A.L
Strength = 4 (“Intense Training” perk at level 2)
Perception = 5
Endurance = 6
Charisma = 1
*Intelligence = 9
Agility = 6

Unlike Fallout 3, there are several ultimate builds, not just one. What specialization do you want?

You gotta be more specific. Do you want a Cowboy or Grunt build? Commando or Gunslinger? Big Guns? Sniper?

Drop VATS perks, put toughness and maybe shotgun Perks in........what's so hard about RT build?

You may also want to look into Travel Light.

If he plans on wearing light armor, sure Travel Light is great. Nothing's hard about an RT build but I just didnt feel like replacing the VATS perks with anything. Im kinda busy. And what's wrong with VATS perks? You get more criticals and you save a lot of ammo. You wanna "run n gun"? Go play COD. This is RP. Although, 'Rage' is lookin pretty good.

+5% crit ain't a lot. I usually lost enough health in VATS I may as well shoot more rounds (if I do actually miss).

Just because RT combat is more effective doesn't mean I should go to play CoD; I want to play :fallout:, but VATS is next to useless, even with my VATS build character.
