Two suggestions here:

1) Overcoats/capes and the like should "flap". They're all stiff and it breaks immersion. Would be wicked cool if they could flap. I'm thinking especially about the Centurion armor, I was excited to use it but in 3rd person it's kinda silly looking because the cape is stiff. Would be nice if clipping issues could be improved as well.

2) This game needs more specific vendors. Magazine vendors, Weapon Mod vendors, Skill Book Vendors, Faction Armor vendors, Recipe Item vendors and others. Their prices would be very high (since its specialized) but not only would it make the game more interesting but it fits with the lore as well. Of course there's going to be people that walk around and pick up magazines and then sell them, of course there's going to be people that make weapon mods and sell them. They shouldn't be everywhere ofc, just here and there, but it would be cool.

You realize that capes and cloaks has been requested since Morrowind, right? Morrowind, Oblivion, even some interest in Fallout 3. I'm guessing that to hack this feature into GameBryo would cost too much time.

The second part, the game has specialized Vendors, Gun Runners, Van Grafts, Food/drink vendors and Doctors.

"Flapping capes and cloaks" would probably be too difficult to put into the game as it is right now. Maybe when the new engine comes out and Fallout 4 is released, we'll get something like that. However, the current Gamebryo engine is taxed enough as it is without creating something extra like that.

I think he was just asking for more specialized vendors which would mean that the OP already knows that specialized vendors exist in the current game. He just wants more.

For most items, once you get to know the vendors you'll know where to go to get what you need. I think it's adds something to have to search a few vendors for certain rarities, specialised vendors for each thing would massively degrade this.

Details such as flowing cloaks and material would be great, maybe the next gen of fallout will finally have it :)

Fair enough but there is one, Mr. Holdout that sells only concealed weapons. Still venders that only sell skill books or weapons mods would make the game to easy. Vendors they have now are just fine.

As for things like trench coats I wish we could wear them over other outfits.

Like the holdout weapon vendor could sell holdout cloaks that could conceal larger weapons. Maybe up to weapon the size of a carbine or grenade launcher.

Or a box of http://www.youtube.com/watch?v=E8jiQpMIsHY . Would have been nice to have something like a trenchcoat or special outfit sold by him to help sneak bigger weapons.

What about a cello case? You could fit a rocket launcher in there!

That would have been good to get weapons into the Tops with. Kill the Lonesome Drifter and take his guitar case/cello case (if he had one) dress like him and walk into the casino. Guy at the tops "Going to have to search you." "Don't you know who I am?! I am the new act!" 100% speech skill. "Ok man just go on in." :D.
