Looked through the list of perks and it isn't one of them. Could it be a trait? How can you learn Heavy Handed?

It's a trait you can pick at the start.

How was I supposed to know how to get it in the beginning? Was it that little test Doc Mitchell gave me after SPECIAL?

Yeah, after you choose your tag skills you can select up to two traits, or none at all.

Lol. I shelved this game for a month so I forgot. I honestly don't remember a large window for trait selection

Heavy Handed? What is it?
