It's to help them be able to talk, otherwise the effects of their FEV mutation cause discomfort and make talking very hard to do,
I would guess due to the lips bitting into their mouths.

The most common theory is that the accelerated growth through FEV leads to heavy and sagging upper lips (through deformation of the skull and facial skin), which have to be held up so to not hinder speech or even basic mastication. Some West Coast muties don't seem affected at all though. On the East Coast, it would appear that their lips are surgically (or evolutionarily) removed completely.

East coast is DC right ? I really svck at geography, and dont live in the US. How did that happen I though all mutants were made by the master ? Well some werent but I thought most were. Would be weird to have 2 completely different.

East coast is DC yeah, and those mutants weren't made by the Master.
West Coast's first-gen and Nightkin were the Master's creation, while the second-gen ones were mostly an accident.

The California green strain of mutants[west coast], were created in Marpossia by The Master. Years later when the Enclave were excavating the ruins of the base the slaves were exposed to some remnants of FEV and became the second generation super mutants.
A major defining characteristic is their sterile.
While on the east coast Vault 87 as part of the experimented program had a different strain of FEV. This resulted in the yellow strain mutants.
They walk more upright then there west. Unlike the west coast counter parts, they can't be reasoned with. There big, dump and the people they don't convert. They wake more upright then there east coast counterparts and are utterly genderless. With virtually no memory of there former life.
