Hello, I've been enjoying fallout 4 a lot, but for some reason i can't seem to clear Spectacle Island.

Is this a bug/glitch, or am I missing something big? I really want to use Spectacle Island as my base, but I can't, which svcks.

Is there any console commands that would help me with this? Any quest i must do? Any wastelander I must execute?
