So I have done the help thing for Mannequin

and it returns
"
MESG:(000D056B) 'Mannequin'
MESG: (000D7511) 'Mannequin'
ACTI: (000D750D) 'Mannequin'
"
So if I was to use
0x1025,,1,PlaceAtMe,,ObjectID~Count~Distance~Direction
Is one of those above the ObjectID?
Count is obvious
what is the distance values and direction?

The ACTI (activator) item should be it, D750D. Distance and direction should specify an offset from the calling item, though they're not strictly necessary. So you'd type:

player.placeatme d750d 1
