Sapphire Claw bug?

Went to Shroud Hearth Barrow and obtained journal, returned to Vilemyr Inn, there's an arrow pointing at the innkeeper but I do not get a dialogue option for giving him the journal. Tried pickpocketing him but it's not in his inventory. Help
Would I be able to use the console: "player.additem 0-00663d7" to fix this? Or more needed to advance quest line?

I just recently did this one and I didn't have a problem with it. Took me a while to figure out to go back to the innkeeper but other than that I didn't have a problem with it, so basically I haven't helped you at all.

Advance the questline and add the Sapphire Claw in manually. As for the journal, unless it is needed, drop (or remove via console if quest flagged.) Also adding the claw manually can prevent a potential bug where the claw sticks as a quest item after it has finished.

I thought I saw a thread about a bug concerning that claw, but can't find any mention of it on UESP or Wikia.
