Steam.exe - Win32 Error 126

Every time I try to run any of my games, or try to launch Steam I get this.

Steam.exe (main exception): Unable to load library SteamUI.dll,Win32 Error126 "The specified module could not be found."

I have Googled and Tried the Steam site to no avail. This just happened. I had been running FO3 in windowed mode and it still loads from that, but when I try to launch SKSE or any of the games it faults to this error message and I can't figure out why.

From what I have read, so far, it seems to be tied to a firewall...maybe? I received the message right after trying to launch Steam and Avast showed a virus warning from Steam and now this. I have ran a scan with Avast and Windows Firewall. They turn up nothing and show all clear.

I am at a total loss.

Is the file SteamUI.dll in your main steam folder?
If it is not, reinstall Steam.

Yes, the dll is still there.

EDIT :
I don't get why it's says Win32. I am on a 64 System.

If I did try to reinstall Steam, how would I do that if I can't launch it to access my account?

64 can run both 64 and 32 bit exe, as well as older ones.
I use avast, but I never run Skyrim in sandbox mode, as it is safe.
Check the windoze (or other) firewall settings to make sure it is alllowing Steam to connect as well.

I double checked Win Firewall and Avast. WF is set to allow Steam,, The CK and all my games. I just added Steam.* to the System Shield list in Avast. Still get the Er 126.
