I need to kill a legendary dragon for an achievement on the Xbox 360. What level does it appear in the game and where is the best known location on where to find one. PS- best way to kill a legendary dragon?

Legendary Dragons begin to appear in leveled lists at level 78. I met my first one at 80.
Some people have seen them earlier than that, but they are very rare.

Bring lots of health potions.

As Pluto said, they appear at level 78. You deal with them the same way you deal with other dragons. So use your preferred strategy. Dragonrend is useful.

They can either come to you, or you can go searching for them in Dragon Lairs.

I would check Arcwind Point after you get near level 78. I have always seen higher leveled dragons there, before they were supposed to start spawning.
