HORRIBLE PERFORMANCE, help

My specs: GTX 1060 G1 Gaming 6GB, FX-8350 @4.0Ghz, 16gigs of DDR3 RAM
I should be more than able to play this game at stable 60fps. I have more graphically intesive games and I play them without a problem, yet, Skyrim Special Edition has been a complete dissapointment. I have read almost ALL online guides and tips to improve performance, some are for low end systems that tells you to disable almost all graphical enhancements and set it to low (of course that's not what I want for my system), and other blaming the vsync (already disabled the vsync in skyrimprefs.ini and skyrim.ini and used nvidia inspector to cap the fps at 60 and forced vsync on through it) and still I get around 30-40fps in the outside (60fps indoors). I can play FO4 at 60fps almost all the time with some drops here and there, but Skyrim Special Edition is just a headache, I just can't improve the damn performance.
Before you ask I don't run any ENB, I don't use Flora Overhaul nor Verdant (or any of the like). I have seen benchmarks using systems somewhat like mine (even people with lower specs than mine) and they claim to run the game perfectly. Then again, there are loads of people who just can't run this game properly (even read about people with 980tis with these kind of problems.
