Does anyone know if the damage bonus for dual wielding on this armor applies to followers, or any other relevant stats on this armor that aren't explained.

I can't recall correctly, but I've had some followers use it quiet effectively when smithed up. You could check by using a mod like Amazing Follower Tweaks to view stats of your follower before and after equipping the gear.
