in case topic gets ct up into tinier peices this is what its supposed to say

"Morrowind had Soul trap on target fortify on self for temporary permanent fortification"

now my question will this same "glitch" work in Oblivion ??? (Cyrodril)

No. The exact same glitch will not work. However, there is another http://www.uesp.net/wiki/Oblivion:Glitches#Permanent_Enchantments that does basically the same thing.

can any of them be reactivated and fortify magicka so i could make my character have 5000+ permament magicka ??

The easiest way to do it would be to dupe a bunch of rings and Fortify Magicka sigil stones. Enchant the rings and name each pair different (for example, make two Ring 1's, two Ring 2's, two Ring 3's, ect). Then CE glitch Ring 1, CE glitch Ring 2, CE glitch Ring 3, ect.

You can't CE glitch the same ring twice since the game already thinks that you're currently wearing the ring, hence the glitch.

Well, I already described how the glitch is done but if you want more info on it just look http://www.uesp.net/wiki/Oblivion:Glitches#Permanent_Enchantments. Basically, the game thinks that you're wearing the enchanted item even though you're not. This allows you to wear more enchanted items.
