How to make a new Oblivion Mesh?

I've been asked to create new meshes of ruined towns. Like IC, Skingrad, Chorrol, Bruma, Bravil... But I dont know where to start meshing...

Any help please...

Yeah... I know how to sculpt and all that. I just need to Edit meshes to make them look... burnt and ruined.
