Spell efficiency on items

Here's a question that I hope someone can answer. Let's say that I'm wearing items that give me 100 percent resist magic and reflect damage. My spell effciency is 95 percent due to the armor rating of the items that I am wearing. Does this mean that my resist magic and reflect damage effects are actually 95 percent?

thanks!

Wearing armour gives you a decrease to your magicka skill. To get full 100% you need to wear robes and clothing I think, not entirely sure on clothing.

No, you'll get the full 100. You can even reflect more than 100 percent. The armor effect is only on spells you cast.

It's tied up with the way that reflected spells can't be re-reflected. If they didn't remove some of the complexity at each stage of the cast/receive process, it would get silly.

However, casting a Reflect spell would get its effect diminished in that way.

Spell efficiency only affects spells that you cast, not spells from enchanted items.
