I want to start playing MW again and I know this is the best version of Directx to have. But I can't find any sites that have it. I'm not sure what version of directx I have (I have Vista) but I get frequent CTDs. Can somebody post a good link of a site to download it from?

It was the very first site (of many) that Google found.

You don't need to install DirectX 9.0 for Vista or Windows7 except when you're installing http://www.gamesas.com/index.php?/topic/1159516-morrowind-graphics-extender-mge/ and the http://www.fliggerty.com/phpBB3/viewtopic.php?p=65209#p65209. :)

i doubt DX has anything to do with these crashes. The game can either use it, or not. A fresh and pure Morrowind install is a faster way to check if the problem is in the system or in mods.

Always keep DirectX up-to-date. Microsoft link for DirectX 9.0c Runtime: http://www.microsoft.com/downloads/en/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en

To minimize CTDs it is recommended that Morrowind (or Steam if used) is not installed to the Program Files or Program Files(x86) directories. Also I've had some success with enabling the following compatiblies mode (via the Right-click menu on the shortcut or Morrowind.exe): Disable visual themes & Disable desktop composition.
