I just reformatted my comp so I could use fallout again, but my dad put windows 7 on it. It gives me tons of BS about not having permissions, and when I try to use FOMM, it gives me loads of crap about not having the permission, I am the administrator, what's up?!

Did you install the game outside of the default location? Such as C:\Games\Fallout 3? There is extra security on the Program Files folders. And are you running the game as Admin? (By right clicking on the .exe and then clicking Run as Admin?"
