Is there a way to avoid contacting Kaga, the retributionist ex-Hero?
I just can't stand his 5 minute dialogues and long battles that end in his defeat, or my peril.

Because there is always someone who asks, the game is Fallout 2.

You must be using the Restoration Project patch.

Change to Killap's unnoficial patch (not the restoration one) and you shall not be bothered again.

Other than that, if your luck is very high, you only meet him once.
