What are you going on about? Is your point that Rockstar games don't let you go in most buildings? If so that is completly invalid cause they could make it so you can go in buildings in a new game on the Fallout engine and still keep their world designing abilities.

Plenty of mini-games and more systems-driven things that don't really add up to full quests. It's easy just to spend a day in their game worlds and pass the time without advancing any stories. Plus, mix their design with the gameplay Bethesda's already set up for 4 and you've got a keeper.
