Ive finished the prim quest a few hours ago including getting that robot to be sheriff, anyways, theres no one inside and its frustrating, what should I do ?

For me, I went to Goodsprings and waited 3 days, that fixed it!

Sort of a spoiler below:

One interesting thing is that while it's empty, most of the stuff in the casino becomes "unowned" and thus can be picked up without karma penalty. The exceptions are the cash registers and the locked safes. But there is some fairly OK loot stashed around the casino, and if you don't like stealing owned loot, you should come back after solving the quest, but before they start gambling again, and clean the place out. There are some magazines, weapons, ammo, lots and lots of cigarettes in various forms.
