Is West Dragonstar still occupied by Skyrim?

And if so, since I can't find much information on this, who exactly were the people of Skyrim that invaded? If it's still occupied to this day is it the Stormcloaks? What was Skyrim's main military force before the Civil War?

Trying to come up with a decent backstory for a Redguard Soldier-stranded-in-Skyrim-trying-to-survive but I cannot find much information on 4.E.Redguards

I was reading up on UESP and noticed that some time during the Third Era Skyrim invaded Dragonstar and eventually destroyed the combined might of Hammerfell and High Rock. I'm pretty sure West Dragonstar is still occupied even during the events of TES:V Skyrim.

In 3E 432 Skyrim invaded Hammerfell and besieged Dragonstar. That was five years after the fall of the Tribunal and one year before the Oblivion Crisis.
As far as we know, Dragonstar West is still occupied at the start of the Fourth Era.
But the Oblivion Crisis most likely caused Skyrim to call back a very good portion of their troops.
So I doubt it.

Hmph. Was thinking my Redguard could have a sort of East-West Germany/Berlin Wall mentality upon going into Skyrim.
