So there is a hood that i saw somewhere in skyrim it black and covers your whole face except for the eyes and mouth..i was wondering where to get one i thought i would try helgan but nothing i then went to solitude and nothing i have tried every vendor and still cant find one does anyone know where i could possibly come across one?

There's an executioner's hood in the game, but it completely covers your face. There's an execution in Solitude (not completely sure), you can loot it from the dead dude.

That's an execution hood, not an executioner's hood.

Correct. The one you get from the victims in the DB intro quest is not "an executioner's hood," as in something that an executioner wears.

They're the ones you wear when someone is about to kill you, as in when YOU'RE about to be executed.

I thought it was kinda funny that you can wear one without the screen going blank, though.
