So im trying to do the quest for raul where you get him into his gunslinger days, ive talked to the ranger, and sterling, but i cant find loyal in the hangar, so i looked up the wiki saying he could be at black mountain for some reason...so if he is there, where would he be???

Sorry if this doesn't apply, but it sounds like you're looking for Loyal at McCarran. Loyal is at Nellis, and he should either be in the Hangar or in his house, which is near Mother Pearl's house.

If the wiki says he might be at Black Mountain, I have no idea. Both playthroughs I've done, I've found him at Nellis in one of those two places.

You might try sleeping in the hangar and waiting for him there, he should come by eventually. Alternately, check loyal's house on the base, its one of the small barracks near pearl's house I think.

well, hes not in the hangar or his house...so where could he be in black mountain?

Sorry man, never had this problem myself so I really can't tell you. Best bet would be to check all the buildings to see if he's there somewhere if there's a glitch associated with him. Wish I could help more but I just don't know.

If you initiate a conversation and walk away, sometimes they will stupidly follow you across the map to weirdest places and even die in Scorpion Gulch or such. Make sure you didn't kill him that way.

If you can't find him for the love of god, just moveto.player with console. Using it to fix a quest ain't cheating.

If you've got Raul, you've probably cleared most of the area already, so it shouldn't be too difficult. I have no idea what Loyal would be doing there, though.

Typically Loyal is with Boomers...

its weird cus the wiki said thats one of the known bugs for loyal
