Yes random encounters do repeat.

NPCs belong to certain factions and some factions hate one another so yes you will see random NPCs attacking each other.

Oh dear god yes they repeat.

I've run into almost a dozen mercenaries,throughout my playing time,all in the exact same spot on their way to a job.

Why won't they stop appearing there?

Why?!?

I'm being overdramatic but really this same encounter keeps taking place in the same spot.
