I've Skyrim with latest official patch, but in my house in Whiterun I can put books only in the high level of the bookshelf. The lower level is empty. How can I fix it?

point your crosshair at the bottom edge of the lower shelf (crouching in sneak mode may make this easier) and then activate.

To put books on the bottom shelf, you have to almost look at the floor in front of the bookshelf. Float your cursor at the bottom edge/floor and you will see the indicator pop up.
