Yes, we get a pipboy from a vault survivor. The magazine article says you get it from the doctor that fixes you up after your found left for dead in the desert.

Indeed. It would look like a check list, even the radio can be turned on/off by the pen and paper... :ninja:

And anyway, 200 years after the War, there are plenty of people descended from various vaults and so there should be plenty of Pip-Boys around as well.
