In Attack of the Fishmen, during the church escape you are required to open a safe in order to get a stone cross, however said safe appears to be broken in my game. The combination is 3-1-5-7 starting clockwise and reversing the rotation every time you hit a number, several sources across different platforms agree on this, and it matches the clues ingame. Why then am i unable to open this safe? Please halp .

You are making some human error...Starting off in the wrong direction or something like that.
Hang in there and you will crack it.

P.S: At one point I was beginning to think it was broken, too.
