Well I finally helped Joe Cobb take over Goodsprings for the first time, and he said I could get in to the NCRCF with "no problem" and all that. Well, as far as I can tell, there is zero difference in the NCRCF between helping Cobb and staying neutral with the PGers. I still had to pay Dawes 100 caps to get in, and Eddie still talks to me like I'm a nobody. The only thing is that he's offered to give me powder and dynamite every day or whatever it is. On top of that, Hannigan (the medic) doesn't offer any medical services. Up until now I figured that was because I wasn't on good terms with the PGers yet, but now...

So are the PGers just bugged or unfinished or what? I searched on the Nexus but didn't find anything solid, just some karma changes and workarounds.
