When i get honest heart does your level cap raise by five no matter what, like if i already got dead money and i am level thirty five, can i get to level forty. sorry if i am being confusing.

yes. with all 4 dlcs you can get to 50

yup, once you get it, it will tell you that your level cap is now raised by 5.
