DT bug in VATS with shotguns

Someone started a thread in general about why shotguns do so much more damage in VATS than out. After arguing no it doesn't I decided to test. I used the console, turned off combat AI, set a gunslinger to have 200 HP and various damage thresholds. What I found was outside of VATS I did 53.33, 45.55, 37.77, 30.00, 22.22, 14.44 and 9.6 damage on a non-critical hits for DT's of 0, 1, 2, 3, 4, 5, 6 and anything beyond 6 stayed 9.6. Within VATS though I got the same numbers for DT's of 0, 7, 14, 21, 28, 35 and 42, i.e. 7 times the DT. Seven is the number of projectiles. The DT should subtract from each individual projectile. Instead it seems to be being divided by 7 then subtracted from each individual projectile. Or more likely 7 times the DT should be subtracted from the damage for the weapon. Likely it's not just shotguns, but rather shotguns are the only ones with multiple projectiles as opposed to bursts with SMG's.
