NCR has turned on me?....

So the NCR has started attacking me. They turned on me after I went to that vault to get the pulse gun. Has this happened to anyone else?

I recall an odd issue inside the Embassy where an MP came running up to me, started badmouthing and then proceeded to attack. To me it seemed to have started when I looked around in a room to the left (just prior to entering the room where the ambassador is). Reloading my previous save and avoiding that room got me no angry NCR.

Not sure if your issue has been caused by a similar action; but this was what I experienced regarding the NCR turning on me. :shrug:

As I recall, I went on to get me the Pulse gun much later and have not had any issues with the NCR afterwards; so it may be unrelated to entering that Vault.

I had exactly the same issue as yourself Miltiades, he came at me just after talking to Ambassador Crocker, so I reloaded and he didn't appear, however he did jump me outside Gommorah a couple of hours later so I reloaded again and he didn't appear, then as I was at Bitter Springs with Boone in the midst of fighting of a Legion raiding party and he appeared again, this time I just thought sod it and he got the business end of the riot shotgun.

If I remember rightly he kept saying something about not paying my dues on the strip, so is this an in game problem to solve or just a bug?, killing him at the point at which I did was not really game changing as I only changed from Idolized to Good Natured Rascal with NCR.

have you been wearing an enemies armour recently?,
sometimes when you take the armour off other factions still see you as wearing that armour even though you aren't wearing it anymore,
if that is the case put the armour on and off again until you get the message almost similar to "you are no longer disguised as such n such"

I had done most of the NCR quests and was idolized but now I'm neutral after saving Kimball's life and Caesar's legion is also neutral which was previously hated. I guess I can try going back to Caesar and telling him I killed House even though that quest failed long ago.

I had just gotten an NCR rep boost from completing Things That Go Boom, got a new quest to quell the problem with the Kings in Freeside, then I walk out of his office and there's this crazy MP who comes up to me and says "fancy finding you outside the strip" and the crap about not paying my dues or something and then they start jabbing me with cattle prods. I haven't changed my armor for a very long time in the game, and in fact I was wearing an NCR beret at the time. In fact, after completing that quest I was Idolized by NCR. What the heck is up with this? I had to go back to a save from 25 minutes earlier.

You may get it again unfortunately, he came at me just outside Crocker's office, so I reloaded an autosave, he then came at me a few real hours later in Camp McCarran after coming out of the flight tower, reloaded again then he cam at me hours later again during Boone's quest in Bitter Springs, ironically trying to attack me when I was fending of a Legion slaver raid against NCR territory, I guess he's pretty single minded.

I eventually killed the annoying swine, changing my NCR status from Idolized to Good Natured Rascal in the process, but I never had another bother me after that.

only once,in the ncr place on vegas strip,i tried to go through the doors at the top of the stairs,as i did this,everyone else in the room got the guns out and had a go at me!

That happens for me as well - downstairs everything is fine but if I go upstairs all of a sudden it's time to attack. If I run back downstairs the NCR guys hanging around there are not hostile though.

I just reloaded an old save and didn't go upstairs.

With a new toon I did the all the Forlorn hope quests very early with Boone and my reputation is stuck at neutral. The only negative thing I did was steal the Big Book of Science from the HQ while hidden. I also had a very weird bug where Boone decided all the injured NCR in the mine field were hostile and killed them but I reloaded.

That's supposed to happen, it's a mercy killing. No loss of status with the NCR either.

PREFACE: I have encountered similar issues with incorrect faction reputation being applied, as well as controller commands carrying over from previous actions. I first noticed the rep issue when arriving at Helios One, where I am considered Neutral and boldly walked up with guns drawn. To my surprise, I was brutally attacked and gunned down in like 10 seconds....and have been ever since by any member of the NCR.
As for possible causes, I don't think it is negative karma or reputation (I am at Ranger of the Wastes and have Neutral rep with the NCR by all accounts - that is, Pipboy and Map). Granted, I have done some Karma-negative acts like open a couple of boxes I probably shouldn't have, but definitely nothing to earn any vilification except from the Powder Gangers and nothing at all against the NCR. Yet, I am still attacked when I get within eyeshot of any NCR troops. NOTE: I have tried to ensure my armor is off, and gun is holstered. And there isn't really anything I can do in the immediate to improve my rep, since I can't get close enough to talk to anyone NCR.

Having been a QA tester for Electronic Arts, I have a theory on what is causing this issue that I wish I could test further since it appears the issue is pretty widespread. To me is sounds like some form of data corruption, through improper flushing of the command cache; specifically for things like controller commands and karma/rep changes.

One issue is surely there (the input caching issue), though without a devkit or a dev team to examine the results, I don't much feel like spending my time on this game tracking down bugs; not to mention I would be doing so without receiving a paycheck for my time.
Anyways, the summary of the below quickie bug report is that I had saved, about to perform some dastardly deed I don't want to keep in my save file. I then would load my data after committing evil acts to see what was inside certain areas, on certain NPCs, and in certain containers without retribution (or so I thought...). Only reason I think this might be the steps, is that sometimes my controller commands carry over after loading a save during a fight. So by that logic, couldn't the Karma change also have been delayed, and carried over into my freshly loaded game, despite no act having been committed to cause the change???

If Dev or QA is reading this, well, here is my crack at narrowing down the steps..

In-Game: Default View: It appears that queued reputation and controller commands carry over from a previously loaded save file into a newly loaded save file.

FASTEST STEPS:

** Assumes you have a save file with some NPC nearby **

1. From the Main Menu, select Load Game.
2. Select any save point in which a faction member is nearby.
3. When the load is complete begin firing at the NPC, and just before killing the target, go into VATS, aiming to cripple a limb as you kill the target.
4. Trigger multiple effects at once, such as a crippled limb, then killing the target, and looting it. Begin mashing RT to fire your weapon repeatedly.
5. While the effects are still updating and the commands are still pending, press the Start Button.
6. Select to load the same save file from Step 2.
6. Observe button presses from before the load action are carried over into the newly loaded game instance.

Bug: It appears that queued reputation and controller commands carry over from a previously loaded save file into a newly loaded save file.
