Well if you're going to make it, it'd probably be best if you followed your own.... artistic vision so to speak. If you're going for the whole guild/faction thing, probably best to start out with some ground work.
1: add some friendly(non-hostile) deathclaws
2: Try and see if you can add dialogue to them, and how well it functions ( for instance it has been mentioned that the deathclaws don't have moveable jaws in their skeletons, so at the very least you'll have to do without lip syncing in your little outline, and that's only if you manage to create Deathclaws that can communicate with the player and other NPCs.
3: Are the deathclaws nomadic with no home, and they are looking for one? or have they already set up somewhere? ( a cave, factory, whatever will do... you may want to avoid making it a vault because that's kind of: "Been there, done that." and vaults play a big part in the story and canon, so just adding a random vault might interfere with that a little.)
4: With all that set up you might want to start focusing on a primary Deathclaw character; some people have suggested that they could be led by an advlt Goris, maybe start there. Once you have all the dialogue for him where he explains: all about the pack, the science, their intentions, himself, and maybe gives you the first quest to help them (finding them a home if you choose to have the deathclaws start out as nomads)... then you can move on to some smaller characters and dialogue.
5:Maybe some relations/recognition/integration groundwork stuff. Add little bits of dialogue to random humans about the deathclaws... you know, just "rumors" about some crazy people talking about how some deathclaws saved them from raiders or whatever to start out with. Different reactions depending on the people (ie: Legion would think it's an affront to humanity that NCR probably created as a weapon, Traders/mercs maybe muse about the thought of a deathclaw watching their back instead of tearing into it, etc.)
That's the basic groundwork stuff that I can think of...... Where it goes from there depends on who makes it, and how they want to do it (ie: you or whoever decides to take up the idea).
