Background: I am working on the quest to get a sheriff to protect Primm. Never been to the NCR Outpost, so I'm on my way there.

Action: I show up at the NCR Outpost looking for someone to talk to about this. I go into the bar/barracks or whatever where Cass is located. She shows up as RED (the only red thing on my radar) and starts shooting at me. I have no idea why.

Other issues which may be associated:
I have neutral reputation with NCR, but if I'm not wearing NCR armor, I get attacked by NCR NPCs.

Anyone have any ideas? I've heard quite a few reputation related bugs. Maybe this is one of them?

This allows applies to Ranger Jackson at the NCR outpost. Any ideas?

might try doing the quests for the ncr out there to raise your rep then try and talk to her
