is there a mod in which you may start to create your own armor, similar to weapon crafting etc. or even from scratch?

As far as i know, no. But the closest thing would be http://www.newvegasnexus.com/downloads/file.php?id=36660, which allows you to wear parts of different armors. You can make some interesting combinations with it.

i doubt there is a mod exactly like that, would be nice if there was..

There's also Satchels, which can add some interesting looks for your character based on a crafting system that uses scavenged armor pieces from around the game world. It can be found on the Nexus here --> http://www.newvegasnexus.com/downloads/file.php?id=35904
