Level Up No Effect

So I've completed New Vegas a couple of times now (House and Independent conclusions) and both times I've immedietly started a new character to get right back into the action.

Alas, my effort in building a new character and playing through the opening missions seems for naught, as I exceed the XP requirements for level 2 (200 xp) and yet do not achieve a level up notification or screen.
This has been a persistent problem (the first time I deleted the game and all saves from my XBOX and re-installed, and it still took 4 attempts at a new PC before the level up was accomplished)...
This latest time I was brought to the edge of frustration when the PC has resisted level up on three seperate attempts...

Without complaining about the needless wasted hours going through the early stages JUST to find out that I need to start again, I am wondering how many other users have come up against this brick wall, and whether they had found any solutions (ie. skipping certain quests, avoiding certain starting traits, not looting, or not completeing dialogues) that has allowed them to level up succesfully without simply rebuilding a character and starting again.

For the record, I am now at 8 failed character builds and 2 succesful game completions...

this has happened once for me.( im on the ps3.) i just reloaded a save and everything was fine.

i dont know what to tell you

Leveling up will be delayed until all nearby enemies are eliminated. Not sure if this is what happened to you, but I've had leveling up delayed a few minutes because of this.

This is true, but in some rare cases if enemy runs off out of your sight it's still couned as combat... U either have to kill everything around u or make em lose sight of u.

No enemies in area.... In some cases I've reached the level up requirements through combat, and in those cases the enemies are all... well... dead...
In most of the other attempts, I have been reaching the prereq. by completing speech challenges or lockpick/terminal tests...
Regardless, in all situations that I've encountered (9 times now, as I attempted again this afternoon, with the same result) there have been no enemies in the area (other than non-hostile ravens) to prevent the level up....

Dag... Nobody's gotta good solution hey?

I'm normally a patient, understanding guy, but having just completed my 10, 11, and 12th attempts at a new character, still without levelling.... I'm really starting to hope that the developers got copies that are as glitchy as mine.


EDIT: finally managed, after 2 more failure attempts, to build a character (Rasputin- diplomat build) that actually took a level up.

So here's the final tally:

Succesfully levelling characters: 3
Glitch level. Characters: 14

I hope none of you are experiencing this glitch as often as I am, especially since I couldn't tell you what I did different to finally get a level up....
