Vaquero Outfit

I looked it up, and Raul's side quest is unlocked by speaking with three people, all of whom I have spoken to. The final person to speak to was Ranger Andy in Novac--I brought Raul and he made no mentioned of any revelations that might lead to his side quest.

Help.

Ask ranger andy about his leg, then when you exit the building raul should ask you what you thought of him.
