want to get simple mods like run and inebrietion to work for vegas or armor or weapon mods i tried to download inebriation but vegas crashes on startup works fine without

You need to change the master file to FONV using FNV Edit first. I've managed to get several FO3 mods to work this way.

The FNVEdit manual has a chapter that describes this process, link is in my sig.
