Im not sure if this is for real or not, but a buddy told me he heard that you could continue after you finish the game. like with the same character and same level, is that true?

No. the devs at Obsidian felt that when the Main Quest story ended it wouldn't make sense to enable the player to play on due to the ending results. Therefore: Finish last mission = The End.
