Title says it all, i have been looking both online and ingame and nothing. Anyone know?

There's a stylist, but no plastic surgeon that I know of. If you want to change your character's appearance, just open the console (~ tilde key) and type "player.showracemenu" (without the quotes). Alternatively, search how to use the matchfacegeometry command so you can morph an NPC's face over your own (rarely works perfectly).
