hey, near cape forlorn hope theres a bunch half dead armless ncr people laying near mines...iv disarmed the mines, can i heal them somehow?

Nope , there toast .... i talked to a npc ncr trooper and boone as well , the best thing to do is just kill them .... (then loot them of coarse)
