I've noticed a technical issue with the PC version. When I'm traveling along the Mojave desert sometimes the game will randomly lock up for about 2 - 10 seconds as if it's about to freeze and then everything will go back to normal.
I'm playing the game on max settings. I have a brand new machine with a Core I7 950 and a Geforce 480 GTX , 6 GB RAM. Could it be a hardware issue (like Broken RAM or HD) or is it the game, like preloading something?

Sometimes there are sound delays too, for example: Putting up Pip-Boy or hitting an enemy with missing sound then a few seconds later - 5 seconds freeze - and then it plays the sound afterwards. That's kind of weird..

All Drivers are up to date..
