I actually have the mod that makes children killable and I don't think I have ever, in nearly a dozen playthroughs, killed one. Not even Princess. (I find her comments and veiled death threats to be some of the most hilarious dialogue in the game, actually.)
Of course children are in New Vegas, and no, they won't be killable. There are myriad different reasons for this, but it simply isn't needed. It would be hilarious to scare children off through dialogue, however. You know, the classic scene where the child is looking at you, or trying to talk to you, and you just stare at them until they start to get uneasy and then - BOO! Scary face. Then watch as they run away screaming.
Child killing was like a taunt in the first two Fallout games. It had horrible reprecussions, and an attached negative perk and title, and turned whole towns against you. And they made the children as annoying and non-endearing as possible, having them chase you around asking stupid questions or bugging the crap out of you, pick-pocketing your items and selling them to vendors, standing by doors to pick-pocket you on the way past, just openly insulting you, etc. etc. There was not one instance where the developers made a child endearing or sympathetic. They were put there by the developers only to goad you into committing an atrocity.
Fallout 3 was different, the children were all presented as at least being worthy of your sympathy, and none did anything deserving fatal action. Only a psychopathic character that killed everyone would have a reason to do them harm. Even raiders seemed to spare children - though Evergreen Mills has evidence that they use them in other awful ways.
