So I started a new character a little while ago, and upon getting into combat I quickly discovered that none of my weapons use up any ammunition when they fire (from the magazine or inventory), and thus I never have to reload anything. Additionally, in VATS, none of my actions use up AP, so I can do an unlimited amount of actions. I have two other characters on the go, and this problem isn't present in either of their save files. Unfortunately, the game is now ridiculously easy. Any ideas anyone?

Nevermind, game seems to have finally fixed itself after 6 restarts.
