Dissassembeled Weapons Shipment? : Fallout: New Vegas

So this is my second playthrough, and last time and this time, I've found an item called 'Dissassembeled Weapons shipment' on the outer edges of Vegas (The city in general)

My question is, what exactly is it for? I cant sell or drop it since its tagged a quest item.

I've found this too.. not sure where it's for yet, though I can only assume it's something you'll have to acquire for the NCR similar to the shipment for Forlorn Hope.

Well, I just searched the Vault, and it says it's for some quest from a guy inside Gommorah.

If you sell Cachino out to his bosses within the Omertas they give you a Quest where part 1 of 2 is to retrieve that weapon pack.
