Talk to Arcade located in the Old Mormon Fort (Must have good follower's rep).

It's basically a "Reunite the remaining Enclave" campaign that'll allow the Enclave to help you out in the final battle I believe.
Still trying to get my Follower's rep up.

So neutral rep won't be sufficient?
