Need pro help on a weapon mod mod

My goal is to fix things so that any weapon mod that increases a weapon's rate of fire will also reduce its AP cost by the same amount. (It makes sense that if a weapon is firing x% faster, I should be able to squeeze off x% more shots in VATS, right?)

I've tried to making a weapon mod that by itself reduces AP cost that I can manually attatch whenever I attatch a RoF mod, but in cases like the Cowboy Repeater, there are already 3 mods for that weapon, so an extra mod to reduce AP cost won't work.

The only solution I can think of is to create a new weapon effect that bundles the RoF bonus and the AP reduction, but the weapon effects seem to be unmoddable.

Am I just not looking in the right places? Are weapon effects hard-coded and unmoddable?

Any GECK FAQs I can find seem to only cover FO3 and have nothing in them about weapon mods.

Any help is appreciated.

To the best of my knowledge the weapon mod effects are hard-coded, yes.

There's also currently no way to check what mods are applied to a weapon via script, so what you want to do might not be possible right now, unfortunately.
