ICounting cards is useless because technically the deck is shuffled after every hand.
I thought this was New Vegas, not New Jersey*?
* Explanation for the joke as most of you won't get it. I've read a fair few books on gambling and they explain (at least at the time the book was published, I don't know if this is still the case) that New Jersey law prohibits gambling on "Games of Skill". Since counting Cards is a learnable skill, throwing out a patron for counting cards (ie- using a skill) would effectively be saying that Blackjack is a game of skill, and they wouldn't be able to offer it anymore. The remaining option for the house is to offer the game, but should someone obviously try something make it as annoying for the counter (stupidly low limits, constant shuffling, etc) as to encourage him/her to leave on their own.
