Level Cap/Fountain glitches

By now, I've become use to glitches with New Vegas. For example, I've had my game freeze multiple times while using V.A.T.S. Also, I had some trouble with the perks. All of them are listed but a huge chunk weren't available for me to choose from, even though I've reached the level cap. But those glitches were tolerable. I love Fallout and I adore New Vegas, so whatever. They weren't going to stop my game play. But these glitches with the DLC are just insane. After I installed the DLC, even though I was immediately notified that my level cap had been raised, my Pip-Boy still reads that I've maxed out my levels (at 30) and I'm not earning any XP. In addition to that glitch, which is annoying in and of itself, I can't get beyond gathering all three of the characters at the fountain. I've done this part of the quest multiple times in different ways. When I looked around online, some suggested that there was a glitch when you released God/Dog. I tried releasing him multiple times, each time as one personality or the other, no change. One site suggested playing both Elijah's and God's voices to switch him from God to Dog and vice versa. Still nothing. I retrieved all of them in different orders. Nothing. Right now I have all three of them at the fountain but Elijah will not recognize that and keeps telling me that I still need to get them all to the fountain. To be honest, I'm sick of doing this part of the quest so many times. Plus I lose any speech options with Dog/God after I release him. I try to talk to him and the only response I get is either 'Let Dog out' or 'I'm so hungry!'

So I'm stuck. I have the latest patch versions, so I don't think that's the problem. I'm just wondering if someone else had the same cap level problem that I do. I know the fountain and Dog/God glitches seem to be quite popular. I save often so going back to a point prior to the DLC isn't an issue. Anyone know what to do about these glitches, other than removing the DLC entirely?

All perks are not available to everyone. Your special needs to be at certain levels for the perks. That's got nothing to do with the patch or dlc

I know, that's why I grouped that in with the New Vegas glitches that I've run into in the beginning of my post. And why I said those were tolerable. But as it happens, right now I'm a level 30. In F3, with each level a certain number of perks gradually became available to you right? The reason I even mentioned it for New Vegas is that almost half of my list is still not highlighted and I can't choose from them. I'm idolized by everyone except the Legion and the Powder Gangers. Because of those wonderful implants you can get, most of my specials are quite high, especially intelligence, perception, and strength. But like I said, even this annoyance is tolerable when it comes to New Vegas. My point there was that I'm not a stranger to glitches. But the amount of glitches that I've run into with the DLC is unusually high, even for New Vegas. I was more concerned with the DLC glitches, namely why I'm not getting my level cap increases. I was notified that I had the ability to gain five more levels, but even before I went into the DLC, no XP were registered. And it would be rather nice to advance in the quest. I keep hearing about the casino and positioning the three characters and all of this great stuff, but I have yet to see it. Elijah won't let me. Every single time. No matter how I get the characters or how I released Dog/God.

Having the same problem Im trying it again today but if it dosent work I am completly done with this dlc I love fallout but enough is enough

I too am having the XP glitch. The only reason I talked myself into getting the DLC was to get 5 more levels as I was already "maxed" at 30. Downloaded the DLC, loaded it up, it says something like "level cap increased by 5 levels", and I get nothing, just the "maxed XP" in the pip boy. With all the other game stopping glitches it sounds like this was a wasted 10 bucks. Luckily I have only spent an hour or so going around the town in the DLC. I have not even tried to find any of the others yet, so I guess I will reload a saved game from before I went to "glitch city" and wait for some official word on a patch.

As an aside, I hate to mention it but to be fair, I have not downloaded the "official patch" just the DLC. If the patch is required to get the DLC to work, how come it is not in the DLC download to begin with? I have not gone in and checked what version my fallout is on, but I expect it is the release version. I guess I will check that tonight when I get home. I was very excited to get a few more levels, but the shine has definitely worn off of this DLC. I don't remember near this many bugs in the original fallout 3, and there I bought the game, all the DLC except one and then re-bought the GOTY edition to make my collection complete. Now I am re-thinking maybe I should wait for the DLC to come out on disk, save myself some cash and frustration, and hope all these "random features" are fixed.

I got the newest patch from xbox live and it started reading the levels. Cleared the system cache, tried it and it went back to Max XP. Re-added patch and DLC and it was working again. If you get the DLC, stay online and boot the game. It comes up with a patch request of 4MB. Once that is done it should start working. I really dislike the idea that I have to patch the patch(DLC). If it is a requirement to play the game you think it would come along with the DLC.
