So I was fighting the overseer when I was ambushed by another group of ghouls. I switched to more protective armor, and I was slowed to a snails pace. I checked to see if radiation or being encumbered was slowing me down, but I only had minor rad sickness and was well under the weight limit of 250. Any ideas?

Medium and Heavy armor slows you down when you wear it.

Yeah, I know. The thing is that I was slowed down slower than normally. I even tried to switch back to light armor later to no avail. Also, my legs were not crippled.
